Accepted PR adds a read-only proposed-work intake triage report with offline fixture input, optional read-only gh live mode, Markdown or JSON output, focused tests, and docs/admin-runbook usage. It must list proposed-work issues, detect missing labels/template sections, show #649 paid/pending status where available, conservatively group related proposals with evidence, suggest consolidated bounty scopes, and warn on duplicate-looking, vague, already-routed, rejected, label-missing, or non-live-confused proposals. Out of scope: automatic labels, comments, issue edits, bounty creation, claim submission, acceptance decisions, payments, admin-token APIs, private state, secrets, and price/exchange/bridge/cash-out claims.
