What has to be true

Focused PR implementing a read-only Phase 2A MRWK ledger snapshot exporter/schema. The output must be deterministic JSON with ledger anchor, latest entry hash, account balances sorted deterministically, integer microunits, genesis supply, total credited/debited and conservation summary, hash-chain verification, supply-conservation verification, and proposal_validation set to partial with explanation. Must include tests for deterministic output, integer amounts, hash-chain failure, supply-conservation failure, and successful export, plus docs. No bridge, exchange, off-ramp, liquidity, custody, relayer, contract, payout, treasury mutation, wallet mutation, admin-token behavior, private secret, or external-value claim.
